Description:
        When booting my ThinkPad X230 while being docked on the Mini
        Dock Plus 3 wsconsctl.conf(5)/wsconsctl(8) seem to have no
        effect although both logs and command output report success.
        Below you can see the output for a non-working boot, setting the
        layout in the end has no real effect: Ctrl and CapsLock are
        still not being swapped.

        This happens if and only if the machine is booted *while* being
        docked. (Un)docking later on works just fine, boot logs don't
        show any difference however 'wsconsctl keyboard{,1}.encoding' as
        above will show both keyboards being set to 'uk.swapctrlcaps'.
How-To-Repeat:
