kernel relinking depends on checked out src tree

Hi,

reorder_kernel()'s 'make newbsd' step in /etc/rc currently relies on the 
availability of the file /usr/src/sys/conf/makegap.sh which only works 
on systems with the /usr/src tree checked out.
