The problem is that you've created a filesystem for /var/tmp/. OpenBSD installation now expects to make /var/tmp a symlink to ../tmp (aka /tmp) and does not support mounting a separate filesystem there. The space that you used to allocate to /var/tmp should just be combined into your /tmp. This has been the behavior since November 2014 and the OpenBSD 5.7 release. Philip Guenther
