Are you booting from battery by chance, without an AC adapter? If so, it's worth checking the BIOS for any Power settings related to CPU performance, many systems are configured to boot in a low power Battery Optimized mode. If you don't have apmd_flags=-A enabled (or perhaps, even if you do), things may be slower. Try setting the BIOS option to Maximum Performance, instead relying on apmd(8) and the kernel to handle this. -Bryan.
