Upgrading to Alpine Linux 3.9.0 from 3.8.2 seems to have solved this issue for me. The version of Docker being run appears static, so I suspect something in the Linux userland/kernel must have changed for the better. This is still a little strange to me since it was hardware-specific inside a VM, but I'm not a wizard like mlarkin@
