Sure.  Nothing fancy at all:

# cat /etc/hostname.bridge0
add em0
add em1
up

I have tried the same configuration on OpenBSD 6.4 and there does not seem to 
be any of the same problems.

Would you mind sharing your /etc/hostname.bridge0.  I can't reproduce
the problem.  It could be exposed by your settings.
