Further investigation points to work performed in sys/dev/wscons over the 6.6 development period: https://cvsweb.openbsd.org/src/sys/dev/wscons/?sortby=date#dirlist Once I created /etc/wsconsctl.conf and set the following (6 times larger than the default): keyboard.repeat.del1=2400 keyboard.repeat.deln=600 Keystrokes and response under VNC returned to normal. However, wsconsctl isn't available in the installer so it makes it extremely hard to install OpenBSD 6.6 into a bhyve guest using UEFI/VNC. Note: This issue does not appear on a real console on say the installer on a T460 etc.
