It seems that this problem has already happened other times (by example notice
two emails from dates 2017/11/28 and 2018/08/05 with the subject
"ChangeLog not updated anymore" in openbsd-bugs ).
I guess some automatic process on the base servers is not working.

I have no idea what generates that on the ftp servers but I don't think
it is a supported thing and wouldn't expect it to be up to date regularly.
You can get an up to date version from some of the anoncvs servers
(https://www.openbsd.org/anoncvs.html) via reposync.
