I agree that 1.1G isn't enough for this (it was added several releases
ago and has not been revised since, even though base has grown a lot in
the meantime).

Actually coming up with a good figure to use is problematic because it
covers so many cases. Are there any filesystems under /usr? Or just
/usr/local and /usr but not /usr/X11R6? Is the user going to have
/usr/ports eating space? etc. And it varies between architectures of
course.

Giving a "you need X space free on /usr" might be a better idea, with
the size chosen being enough to allow /usr/X11R6 to be on the same
filesystem as /usr. Not sure how much space that would be though,
I get twitchy with upgrades with less than 1G or so free on any of the
partitions with significant numbers of files in base, things can go
very badly if you run out of space mid upgrade...
