Can you try a beefier power supply? I've had weird crashes on a RPi3 with a logitech video camera whenever I tried to take pictures (using fswebcam). I replaced the power supply with one that could deliver more Amps, and the crashes were gone. (this is some time ago by now, haven't used that setup recently).
This may very well be a red herring, but it's good to rule out. Note I never used this motion package.
