No TLS 1.3 with Apache on OpenBSD

Hi,

I'm using OpenBSD 6.9 in a VirtualBox 6.1 VM, and I can only get TLS 1.2 
working in Apache.

I've installed Apache FLAVOR=ldap from the OpenBSD ports, it runs fine.

My version of Apache is (output from apachectl -v) :
