The system logs "acpi0: state S3 unavailable" and continues to operate
as if nothing happened: I can continue typing in shells etc.  It does
not suspend, but doesn't crash or panic either.

There isn't - the system is at 1.0.9, which is the latest Dell has to
offer.

Doesn't sound like a very fruitful venture, but I'll give it a shot.

Changing the 'block S3' option in the BIOS does not change what is
found here.

For reference, I entered the BIOS and looked up the exact wording:

"Block Sleep

The option lets you to block entering Sleep (S3) mode in the operating
system. Note: When Block Sleep is enabled, the system won't go to
sleep, Intel Rapid Start will be disabled automatically, and the
operating system power option will be blank if it was set to Sleep."

With that option set to the "OFF" value, the kernel reports:

acpi0: sleep states S0 S4 S5

With that option set to the "ON" value, the kernel reports:

acpi0: sleep states S0 S4 S5

So it has no effect as far as I can tell.
