additions to CAVEATS and BUGS tend to get added to the end. there is
no order of importance intended. so i'd say we should not move it (lest
we be lobbied by angry umlaut users). further, the distinction between
what constitutes a caveat and a bug is often blurry. i see no need to
change the section here, or to treat the multi-byte issue seperately
(unless you can demonstrate that this is consistently done differently
elsewhere).
