Out of idle curiosity I just ran sysupgrade on a VM with one big / partition and as expected it just works. I'm not intelligent enough to piece together what the OP is seeing. It really doesn't make any sense, you can't get new kernel versions but not see any output from sysupgrade or from the running bsd.rd. I will refrain from speculating why the OP is seeing what they claim they see. -- I'm not entirely sure you are real.
