OK for me, the location of the commands changed to /usr/local/bin in newer version and the example page was not updated

2. Run the command lines in the section.

How to fix

1. The command lines should be:
     ```diff
       doas -u _synapse \
        -     /usr/local/share/synapse/register_new_matrix_user \
        +     /usr/local/bin/register_new_matrix_user \
              -c /var/synapse/homeserver.yaml \
              http://localhost:8008
     ````
