Your bug report is incomplete. You haven't told us whether you are logging in via the console or via xenodm. Are you sure that you are not using a different keyboard mapping at the login prompt to the one that was used in the installer? In which case, the " and @ symbols might be on different keys. (This is also an issue with softraid crypto passwords entered in the bootloader that were set at a console using a regional keyboard mapping, by the way.)
