Yes, send the debug information from 7.5 sendbug. Output from "machine memory" in the boot loader may be useful too (retype into the email if possible - if you must send a photo then please upload it somewhere and send a link rather than attaching).

installingOpenBSD 7.5 again and doing a manual upgrade** but skip
updating the bootloader but before I even get to the part I want to skip
installboot, I have to reboot using /sbin/oreboot. Upon running
this I get the same result as all the other attempts.
I don't really understand what the problem is because OpenBSD 7.5 was
working flawlessly on this computer. It is a System76 Lemur Pro***,
I debated if I should include the sendbug information from OpenBSD 7.5
but I don't know if that would be helpful because it is not being sent
from the release that has the problem. Please let me know if there is
anything that I can try, provide or do to get this release to boot.
