We have several devlopers with x13s machines that work. Most machines work. The problem may be that in your particular configuration a device isn't present or enabled by the firmware. The issue is may fixable by disabling one of the USB controllers in the device tree. We do something similar in the sysuitls/firmware/arm64-qcom-dtb port for one of the PCIe controllers. The real solution is to implement proper support for the clocks/resets/interconnect stuff on this hardware.
