what 'web cache' are you talking about ? which files (subdirs ?) are created where ? which messages lead you to think you need to change something ? note that unveil.mail has $XDG_CACHE_HOME for several subdirs already (mesa_shader_cache, dconf, thumbnails..) and that generally defaults to ~/.cache, so if a subdir of that needs to be added please give more details...
