btw, compared to 7.7, the only actual changed behaviour in this area
is printing the warning. old code used 0 so didn't change from the os
default. new code uses 4M which is rejected so also doesn't change from
the default.

so unless the warning is a big deal I don't see a particular need to
touch this for 7.8, but think it would make sense for current.
