I updated my AMD T14Gen5 to the newest firmware, i.e. the same as yours. ZZZ/resume behaviour is unchanged. i.e. it works, both laptop keyboard and external USB keyboard recover fine.
So I don't think that firmware version is the problem. As discovered during the Leipzig hackathon the behaviour does change depending on which USB devices are attached. I normally have an external monitor attached via USB-C, through which the monitor also supplies power. And a USB keyboard. Disconnecting all the USB devices makes the ZZZ/resume behaviour problematic as you describe.
