Good point, thank you. I booted bsd.sp (this time the one from the
current snapshot, as directed), and ran into the same problem. My
collection of screen shots grew a bit longer.

Not exactly. The ramdisk kernel is single processor, but the configuration is
also quite different to GENERIC.
If you have a completed OpenBSD installation on the machine, try booting
/bsd.sp from the bootloader prompt and see if halt causes the same hang.
Knowing whether it's an sp/mp issue or some other difference between ramdisk
and generic kernels would be a useful first step.
