#2531: Remove clock_getenable_attr and clock_setenable_attr

These are ENOSYS stub place holders in RTEMS now and I think they are no
longer in POSIX. They may only have been part of the initial POSIX
1003.1b/D8 that RTEMS pthreads were initially implemented against.
If someone can confirm my research, then the two files can be deleted.
