#2603: The generic_or1k BSP lacks an interrupt handler

The OpenRISC handles external interrupts as an exception. For the current
BSP, there is only an exception handler table and any application is
forced to roll their own interrupt handler. This is such a crucial piece
of infrastructure that it should really be part of the BSP.
