rtems_rate_monotonic_postponed_job_count() should return an RTEMS status
code. It should be renamed to
rtems_rate_monotonic_get_postponed_job_count() or
rtems_rate_monotonic_get_postponed_jobs() (similar to
rtems_rate_monotonic_get_statistics()).
