We did not have then for a long time and we moved to them.
I think it makes sense because it makes backwards compatibility simpler
and it also helps avoid users building the wrong tool set in a release.
The back port changes to support `--rsb-file=` are small and I have the
patches for 4.11 building all now, then back to Windows for a final check.
