Referring to the POSIX specification page,
http://pubs.opengroup.org/onlinepubs/9699919799/, the page for <fcntl.h>.
fcntl.h should contain the function prototype for posix_fadvise() and
posix_fallocate(). However, currently, these are not implemented in
<fcntl.h> header file.
