Do not include the remote repos in a build repo is the `--mail` option is
used. This avoids posting private repo configuration data for a user. This
ticket is in response to this discussion ...

If `--mail` is used report the remote repos as:
{{{
Remotes:
[ removed, contact [email protected] for details ]
}}}
and keep the remotes for builds that are not posted.
