Do you have a simple test case to let us see what is happening for you?
There are 6 tests in the RTEMS Test Suite which use
CONFIGURE_APPLICATION_DISABLE_FILESYSTEM so I suspect you have used
something which implicitly requires a file system. Perhaps your
application needs a minimal file system for device nodes.
