the latest FreeBSD version. You can now install an NTP update second
handler via `_Timecounter_Set_NTP_update_second()` from `#include
<rtems/score/timecounter.h>`.

Are the changes portable to the branch 5? Our development is based on that
branch and it will be very nice to have them there too
