We need to add a note to the mailman page to allow for users to signup to
the lists via email easier.
This will require a few changes as I've blocked web signups in the
webserver and I'll have to edit the HTML templates for mailman.

from:
* https://lists.rtems.org/mailman/listinfo/users
* https://lists.rtems.org/mailman/listinfo/devel
And perhaps a link on https://lists.rtems.org/ somewhere.
