This MR and commit snuck through:

If you tab over to commits there are three dots `...` beside the commit title 
which if clicked trees down the rest of the commit message.. wrapped.

It cuts the title off at 72 characters however after merge you see: 

* **add rtems_counting_semaphore_wait_timed_ticks and 
rtems_counting_semaphore_try_wait for self-contained object counting semaphore**

There is no obvious way to tell if the message has been edited.  GitLab does 
not update MR titles and contents if you re-push a commit and it chops off the 
title.  I had thought the commit had been edited but it had not so it was 
merged.

We need a bot to check for title and line lengths.
