Just for my knowledge, patch files do not go in the repo (i.e.
source-builder/patches)? What is the purpose of the "source-builder/patches"
repo directory?

Secondly, if I have a patch file locally, how should I reference the patch
file? My initial assumption was that I would reference it in
"rtems/config/tools/rtems-gcc-13.3-newlib-head.cfg" but apparently that is not
correct.
