Upon further investigation, this message is produced on the non-SMP QEMU 
instance:

This appears to be partially caused by QEMU indicating the MII busses on all 
interfaces are active and so LibBSD brings up all interfaces. On hardware, 
interfaces with non-terminated MII busses are not brought up. It also appears 
that there are slightly more mbuf clusters available on SMP builds since this 
particular test is not configured to bring up additional cores.

Given the above, this is technically a configuration issue.
