1. The projects are located at https://gitlab.rtems.org/contrib/
2. That's TBD? If it's something in an `__rtems__` namespace that would be 
pretty easy to assume it's about RTEMS or if it's an rtems-only header file.
3. There should be no difference as all we're doing is tracking and discussing 
the initial patch. If it's changed upstream then that's not something we'll do 
anything about it's too much work.
4. It keeps RTEMS discussions within RTEMS and not on the lists of other 
projects. If there was a longer discussion say in an issue or in the MR it 
would be good to put that link in the upstream project so they can follow our 
discussion on it I think that is valuable.
