Yes I mentioned this during a meeting and it's already talked about in my epic 
linked in one of the MRs / issues about making each 3rd party code be its own 
library with RTEMS source files isolated to those builds this makes the headers 
no longer globally available but keeps the 3rd party code and source that uses 
it isolated.  They will be installed in the same place though so users 
shouldn't see much of a difference with the exception of utf8 i think.
