Actually, sb-check is used to check if CodeQL is present in the system's PATH, 
which may be temporarily important because to run other commands that include 
creating a database, analyzing, we need to run `codeql create database` 
internally, which requires CodeQL to be in the path. It warns, but it is not 
required to build RTEMS. To build RTEMS, we need a build command to be passed.
