Oh, so you do not handle RNMIs yet, as they would also fall under NMIE == 0 
check. There is no situation where NMIE == 1 in the RNMI handler.

One implementation I see, nmie is default 0, only set to 1 by software and then 
only managed by hardware; in this case no interrupts or rnmis can happen before 
software set (but exceptions can, to rnmi handler, under the situation you 
mentioned above).
