That's exactly my point -- there is too much wiggle room in the wording of the 
statute that trouble could be made down the line. 

Interestingly, the "operating system provider" would be down to each OS 
distribution, so RedHat, Canonical, etc. Respins would most likely be down to 
the upstream distributor, ex. Canonical for Kubuntu.
