I agree. My understanding is the bare minimum is "under 13" "13-18" "18+" but I 
have seen some other discussions where the "18 to 24" is included so I included 
that here as well. My guess at this time until someone actually challenges this 
in court would be these four brackets meet the bare minimum in every 
jurisdiction.
