So that I understand clearly, the default behavior of `yaml.dump()` from PyYAML 
is different than the default behavior of `yamlfmt`, and the current format we 
have is based off of `yaml.dump()`. It can be checked with `specwareverify` and 
could maybe be enforced with some additional custom tooling.
