Thanks. By trial and error, I determined that I only needed two packages
over the list for 7.04.
libxtst-dev
libxi-dev
That's enough to build OpenJDK images; I haven't tried running it yet :-)

Compiles on 7.10 work pretty readily but you have to get the right X
libraries installed. Compiles on 7.10 is even easier because the GCC
version on 7.10 doesn't complain about the string casts in Hotspot
which the GCC version on 8.04 complains about.
That package existed to cause inclusion of a slew of X libraries &
headers.
I thought there was still a package for this purpose, but I cannot
find it (on 8.04)
On 8.04 I have these libraries installed:-
libx11-dev
libx11-xcb-dev
libxau-dev
libxcb1-dev
libxcb-xlib0-dev
libxdmcp-dev
libxext-dev
The ones with xcb in their name probably do not exist on 7.10
