So since you don't seem to have any obvious/trivial rule for accepting contributions lets just say these 2 lines are covered under the Red Hat SCA, so they can at least go in without any holdup. But please do talk to your legal team to make sure some obvious/trivial rule is added. Requiring the SCA is a pretty high burden really, especially for things like a simple s/milestone/fcs/ like change just to get the build going. And they are most likely completely unnecessary since such changes are not "legally significant" with respect to copyright law.
