those creates the jfr.jar in that directory.

I added another set of ifndef's to get rid of warnings.

I was wondering if those extra bits eg EXPORTED_PRIVATE_PKGS would cause a problem if they didn't exist.

build rules, and the SE Embedded build rules out of the Open repository.
