I've no idea what openembedded is. There are two cross-compilation stories with OpenJDK. One is what is done externally as part of IcedTea etc and I have no knowledge of that.

The other is the cross-compilation support that we use for our embedded SE product. To utilise that you need to set:

CROSS_COMPILE_ARCH=...  // must be set!
ALT_COMPILER_PATH=<path to your cross compiler>
