RFR: 8009744: build-infra: REGRESSION: Publisher was NOT set for some JDK files

Please review this patch which moves the expansion of version variables 
for RC_FLAGS from configure to spec.gmk. This makes it possible to 
override these variables with custom values for OracleJDK.
