As part of my effort to fix my build times I am trying to upgrade to the
latest cygwin. There is now a 32 bit and 64 bit installer (for
1.7.25). However, I see that procps/free.exe is not in the 64 bit
packages. Does that mean that we can't use the 64 bit version? Or do I
need to install free separately and if so what is the process?

I had not heard about the 64-bit cygwin before. Interesting! I'll try to build on it and see if we need any tweaking for it.

However, I don't understand why you think the absence of free is a problem. We do not use it in the build, as far as I know..?

I think README-build.html still lists this as needed.
