Thanks in advance. I would like to get this pushed to the build
forest as soon as possible, or find a sponsor in HotSpot willing to
take the change and push it elsewhere if that would be preferred.
Testing: used the '-dryrun' and '-listtargets' flags in JPRT to verify
that the 32-bit targets are not listed.
This is urgent as it is blocking the completion of other tasks.
