Ok thank you, it just seemed strange (to me at least) that is was looking at 
closed with the property set

I did not as it was not listed as an option for configure in the 
README-builds.html which is why I set JT_HOME

re-ran configure specifying --with-jtreg  and then ran the tests still no luck 
with jdk_all and this was against jdk8u-dev
