jdk 8 jar file permissions

I'm curious,

looking back over the archived builds of JDK 8, I notice that the 
permissions on rt.jar, tools.jar and jce.jar are curiously erratic, with 
various combinations of

-r--r--r--
-rw-r--r--
-r-xr-xr-x

Is this to be expected?
